Council approves zoning changes within TOD plans

City Council approves TOD legislation

Bill 080130 was passed by City Council with a unanimous vote. The bill will serve as a template for uses, building heights and placement, parking, and signage in areas where the city wants to encourage the use of public transit with mixed use, higher density development.  Bill 090071, creating the “Overbrook Farms Transit-Oriented Center Special District” was also approved. City Council to vote on TOD legislation November 19

City Council will have the final reading for Bill 080130 on Thursday, November 19 at 10:00 AM. The bill establishes recommendations for uses, building heights and placement, parking, and signage for TOD overlay districts. The creation of an actual overlay district will require the introduction of additional legislation by a district councilperson. The bill is viewed as an interim measure needed to support TOD while the ZCC develops the city’s new zoning code. Councilman Greenlee hosted a briefing for City Council last week that was attended by representatives from seven council offices. As a result of the briefing, the bill is expected to pass without comment. View Bill 080130 as amended.

TOD bill placed on City Council’s second reading calendar

City Council ordered Bill 080130 placed on its next meeting’s second reading calendar, along with Bill 090071. City Council will meet again on Thursday, November 19. View Bill 080130 as amended October 29, 2009 and Bill 090071 as amended.

TOD Bill 080130 reported favorably out of Rules Committee

The Committee on Rules held a hearing on Bill 080130 on October 29, reporting favorably and moving the bill to City Council’s reading calendar. Bill 090071, which would create the “Overbrook Farms Transit-Oriented Center Special District” was also reported favorably.

PCPC supports Bill 080130, but asks staff to modify recommendation for approval

Bill 080130, which would establish guidelines for transit-oriented development, was voted for approval by PCPC, but commissioners asked staff to modify the recommendation to include suggested amendments. PCPC questioned height limitations and other issues that they would like to see refined.

Bill 090072 Passed by Council; Hearing on Bill 080130 Not Held

Council voted 16 to 0 to pass Bill 090072, creating the “City Avenue Regional Center and Village Center Special District.” The scheduled June 17 hearing on Bill 080130, which would create a general TOD district, was not held.

Bill 090071 Held in Committee; Bill 090072 as Amended Reported Favorably

The Committee on Rules held Bill 090071, which would create the “Overbrook Farms Transit-Oriented Center Special District,” while the law department works on technical language amendments. Bill 090072 , which would create the “City Avenue Regional Center and Village Center Special District” was reported out of committee favorably.

PCPC Recommends Approval of Bill 090072; Hearing June 10

The Philadelphia City Planning Commission voted unanimously to recommend “approval in concept” of Bill 090072, recognizing that the law department is still working through specific language. The bill creates the “City Avenue Regional Center and Village Center Special District.” A hearing in the Committee on Rules is scheduled for June 10 at 1:00 PM, Room 400, City Hall.

Bills 090071 and 090072 Scheduled for Hearing June 10

A hearing is scheduled for the transit-oriented development bills in the Committee on Rules on Wednesday, June 10, 2009 at 1:00 PM, Room 400, City Hall. Bill 090071would create the “Overbrook Farms Transit-Oriented Center Special District” and Bill 090072 was introduced to create the “City Avenue Regional Center and Village Center Special District.”

PCPC Delays Action on TOD Legislation

The Philadelphia City Planning Commission delayed action on three zoning amendments related to transit-oriented development. Bill 090071 would create the “Overbrook Farms Transit-Oriented Center Special District” and Bill 090072 was introduced to create the “City Avenue Regional Center and Village Center Special District.” Bill 080130 creates a general TOD district that would have to be mapped once it is approved. All three bills were tabled while PCPC works with City Council to resolve language issues. A committee hearing is scheduled for Bill 080130 on February 24 (see below). Committee Hearing on Transit-Oriented Development District February 24


The Committee on Rules will hold a public hearing on Tuesday, February 24 at 10:00 AM, in Room 400, City Hall, to hear testimony on Bill 080130, which adds a new Transit-Oriented Development District to promote mixed use and higher density development in certain areas.
