Building industry tests draft zoning code for impact on development review

BIA Analysis
A subcommittee of the Building Industry Association of Philadelphia analyzed the zoning approval process proposed in the draft code using two projects that had already been approved under the existing code. The group found that the proposed Civic Design Review (CDR) adds too much time to the process, perhaps another half a year in some cases. The BIA would like to see development thresholds that trigger CDR raised and the timeline shortened. Additional recommendations for limits on dimensional variances and concurrent reviews are included in the BIA analysis. Full report by BIA and additional comments by Jerry Roller, AIA.
