On February 20, 2012 the Pennsylvania House passed HB 1682, a bill that would allow counties and municipalities in Pennsylvania to create land banks. On February 22, 2012, Senator Argall introduced SB 1414 to provide state authorization for cities to establish a land bank. If this legislation passes the Senate and is signed by the Governor it will give Philadelphia new abilities to clear title and obtain control of tax delinquent properties if the city creates a land bank.
