State enabling legislation for land banks passes

House Bill No. 1682, which was passed by the State House of Representatives in February and by the Senate earlier this week, will be signed into law by Governor Corbett, making easier to buy and redevelop vacant, blighted and tax-delinquent property in Pennsylvania. Proposed legislation to create a Philadelphia Land Bank can now move forward. Councilwoman María Quiñones Sánchez and Councilman Bill Green introduced a bill in February that would create a new land-holding entity designed to streamline redevelopment.
